why Romania is where it is today

We are not able to implement even good initiatives. The government spent 6 million euro over the last 5 years on scholarships for 149 young people to study with famous universities, and in exchange to serve in administration as managers for 3-5 years. The programme is a failure – the graduates came back, but the state did not fulfill its obligation to offer them jobs. And, let’s be clear, the administration needs very badly young and competent people – there are some, but far from enough. The programme was managed by UNDP (United Nation Development Programme), which in the end gave it up and transferred it to the Ministry of Education. Unexpectedly, the ministry claims that it has no resources to manage it. The article I read about the topic in evenimentul zilei says that if those scholarships had been arranged for some politicians’ children (that was not possible because UNDP managed the programme), somebody would have taken care of their future for sure. It makes sense, doesn’t it? I don’t believe it’s a waste of money – it is good that 149 Romanians had access to a different education, experience, world – but it’s a pity that there is no ownership on such programmes and, thus, they don’t make any difference in the administration.
